Energy Transition Master Plan

Québec’s Energy Transition, Innovation and Efficiency Master Plan guides the government and its partners in their collective effort to improve the energy efficiency of Québec society and reduce its consumption of petroleum products.

The 2026 Upgrade to the Energy Transition, Innovation and Efficiency Master Plan has been in force since June 10, 2022. It will guide the actions of the government and its partners until 2026. It includes more than 200 measures, spread over 14 roadmaps.

Québec’s Energy Transition, Innovation and Efficiency Master Plan and its 2026 upgrade document were prepared in cooperation with various stakeholders and drew on recognized best practices to meet the government’s expectations. It is based on a careful examination of the issues faced by those societies already in the midst of the energy transition as well as an in-depth analysis of the situation in Québec.

Targets

  • Improve energy use efficiency by 15%
  • Reduce the quantity of petroleum products consumed in Québec by 40%
  • Increase total renewable energy production by 25%
  • Increase bioenergy production by 50%
  • Eliminate the use of thermal coal in Québec

To achieve this, it will take…

  • A collective effort by all actors
  • More than $12.7 billion in investments by 2026
  • 14 roadmaps to reach the objectives by 2030

Vision 2030

By pursuing its energy transition with ingenuity and responsible behaviour, Québec will reach its goal of meeting the vast majority of its needs with renewable energy in 2030 and be able to provide green energy solutions to other regions of the world that seek them. In doing so, it will also meet the objectives of decarbonizing its economy.
