Draft Regulation respecting energy efficiency of electrical or hydrocarbon-fuelled appliances

On May 16, the draft Regulation respecting energy efficiency of electrical or hydrocarbon-fuelled appliances (the Regulation) was published in the Gazette officielle du Québec.

The proposed solution for maintaining the long-term hamonization of requirements for many categories of applicances consists of amending the current Regulation by incorporating automatic references to the requirements set out in the federal regulation (Energy Efficiency Regulations, 2016 [SOR/2016-311]).

The draft Regulation makes it possible to:

  • Ensure a constant harmonization of Québec and federal requirements for applicable appliances
  • Comply with the Politique gouvernementale sur l’allègement réglementaire et administratif and the government’s commitments and policy directions related to the work of the Energy and Mines Ministers Conference and the Pan-Canadian Framework on Clean Growth and Climate Change, which aim to harmonize the regulation of appliances in Canada
  • Limit revisions to the Regulation in the context of the many regulatory amendments announced by the federal government in its Forward Regulatory Plan 2017-2019
  • Establish a regulatory environment for maintaining the long-term hamonization of requirements for many categories of applicances that are subject to the Regulation.

Any person wishing to comment on the draft Regulation is requested to submit written comments within 45 days of its date of publication to Luce Asselin, Associate Deputy Minister for Energy and Mines, Ministère de l’Énergie et des Ressources naturelles, 5700, 4e Avenue Ouest, bureau A-407, Québec (Québec) G1H 6R1.
